Opening of the Meeting The meeting was opened at 9:00 am, May 2, 2004, by the convener of WG5, John Reid. Delegates introduced themselves. Opening business 2.1 Introductory remarks from the Convener The convener explained that the goal of the meeting was to finalize the Fortran 2003 draft standard {F03} and the Extended Modules Technical Report {EM TR}. There were no NO votes on either and very few comments. Richard Maine will oversee the construction of a document of responses to the comments on F03 and Van Snyder will do the same for the EM TR. This work will be done entirely as WG5, not J3. The J3 minutes for this meeting are in J3 paper 04-318. 2.2 Welcome from the Host Delegates were welcomed by Van Snyder, who was acting as host until Mallory North arrived. 2.3 Local arrangements The host described the local arrangements. 2.4 Appointments for this meeting Secretary for this meeting was Stan Whitlock. A drafting committee was composed of David Muxworthy (chair) (UK), Rob James (Canada), Dan Nagle (US), Masayuki Takata (Japan) and Matthihjs van Waveren (Netherlands). John Reid was appointed librarian. Drafts of WG5 papers at this meeting will be J3 papers having a single paper number with revisions numbered "r1", "r2", etc, with the final version being copied as the WG5 paper. David Muxworthy was appointed editor for the repository N1592. WG5 will use the same subgroups as J3: /interop and EM TR: Bill Long (head), Ian Chivers, Rob James; EM TR: Van Snyder (editor), Malcolm Cohen /JOR: Stan Whitlock (head), Michael Ingrassia, Dan Nagle, Matthijs van Waveren /data: Malcolm Cohen (head), Jeanne Martin (subhead), Jane Sleighthome, Van Synder /edit: Richard Maine (head), Walt Brainerd, David Muxworthy, John Reid, Brian Smith, Masayuki Takata 2.5 Adoption of the Agenda [N1584] The agenda was adopted with no objection. 2.6 Approval of the Minutes of the Dresden Meeting [N1549] The minutes were approved with no objection. 3. Matters arising from the minutes There are none. 4. Status of Dresden Resolutions [N1548] The convener declared that we are in good shape with respect to these resolutions. 5. Reports 5.1 SC22 Matters (Convener) Ballots on the draft Fortran 2003 and the Enhanced Modules TR occurred. Part 3 of the Standard on Conditional Compilation was reaffirmed for 5 years. There is a movement from high up in SC22 to require that processing of a standard from work item to first publication be less than 3 years. There is also the suggestion that any formal country vote will fail if less than 50% of the P members vote. {This would mean that all of the recent ballots would fail.} We should be concerned about these 2 issues. 5.2 National Activity Reports (Heads of Delegations) US: Van reported that J3 finished F03 at its meeting #166, processed comments on F03 and the EM TR, and considered items for future Fortran standardization at #167. UK: See N1593. David Muxworthy thanked the British Computer Society for their support of the UK delegation at this meeting. Japan: Makki reports that the Japanese Fortran Standards group has 8 members {5 vendors, 3 universities}. Canada: Rob reports that he is the only representative to the Fortran Standard in Canada. Netherlands: See N1604. Matthijs will be hosting the 2005 WG5 meeting. 5.3 Report from Primary Development Body (NCITS/J3 Chair) Dan reiterated Van's US national activity report. 5.4 Reports from other Development Bodies (Editors/Heads) Richard Maine is the editor for F03. Van Snyder is the editor for the EM TR. 5.5 Liaison Reports Van reported that the IFIP WG2.5 Numerical Software Group has written a handbook that contains a Fortran chapter from John Reid and Van Snyder. 6. Consider the National Body comments (N1583) on the Final Committee Draft of Fortran 2003, decide what changes should be made, and prepare responses N1583 contains the comments from the ballot on the FCD F03. Comments were discussed and some that needed further investigation were assigned to the appropriate subgroup. The final responses are in N1599. 7. Consider the National Body comments (N1587) on the PDTR for Enhanced Module Facilities, decide what changes should be made, and prepare responses N1581 is the EM TR. N1587 contains the comments on the EM TR. These were discussed and some that needed further investigation were assigned to the appropriate subgroup. The final responses are in N1603. 8. Prepare a Draft International Standard for Fortran 2003 N1601 is the final Draft International Standard for Fortran 2003. 9. Prepare a Draft Technical Report for Enhanced Module Facilities N1602 is the final Draft Technical Report for Enhanced Module Facilities. 10. Consider the revision of parts 2 and 3 of the Fortran Standard Paper N1595 on the future of Part 2 of the Fortran Standard (Varying Strings) was discussed. Paper N1596 on the future of Part 3 of the Fortran Standard (Conditional Compilation) was discussed. No further action was taken at this time. 11. Consider the revision of part 1 of the Fortran Standard and establish a new Repository of Requirements (see N1496) The suggested levels of severity for future features of the Fortran Standard were applied to the tasks already in the repository N1592. 12. Consider outstanding Fortran 95 interpretations (see N1505) 22 of 23 Fortran 95 interpretations were answered at the J3 meeting and will be the subject of a J3 letter ballot, along with 3 other F95 interps that have already passed a J3 meeting vote. 13. WG5 Business and Strategic Plans 13.1 Goals for 2004-2007 The goals for 2004-2007 were not discussed at this meeting. 14. Closing Business 14.1 Future meetings Paper N1604 describes the next WG5 meeting in Delft, The Netherlands, 9-13-May-2005. This will be a joint WG5/J3 meeting. The following WG5 meeting will be in February, 2006, also joint J3/WG5. 14.2 Any other business There was no other business. 15. Adoption of Resolutions All 10 resolutions passed unanimously.
