In an International Standard, normative references are those documents which the user is required to consult in order to apply that International Standard. This fact shall be indicated by citing such documents within a requirement (i.e. a phrase using the verbal form "shall") within the main body of that International Standard.

In the current draft, it is not clear that the documents listed in subclause 1.2 should be normative references.

Are both ISO/IEC 646:1991 and ISO/IEC 646:1991(IRV) normative?

Redraft references to these documents in the text of ISO/IEC 1539-1, using "shall" to indicate that they are normative for the application of ISO/IEC 1539-1. Otherwise, move them to a Bibliography after Annex D.

Clarify distinction between two versions of ISO/IEC 646 and whether both are normative.
