                 WG5 letter ballot on N1885 and N1886

This is a WG5 letter ballot on N1885, the draft DTS for further 
interoperability of Fortran with C, and N1886 the draft response document to 
the PDTS ballot comments. N1885 was constructed by the editor Bill Long,
following the decisions made by J3 during its recent meeting. N1886 was 
constructed by me with help from Craig Rasmussen.

Please answer the following question "Are N1885 and N1866 ready for forwarding 
to SC22 as the DTS and the response to the PDTS ballot?" in one of these ways. 

1) Yes.
2) Yes, but I recommend the following changes. 
3) No, for the following reasons.
4) Abstain.
